Named after Victoria Street, which honours Queen Victoria.
Victoria Street opened in 1851. The main line station at its end was first referred to as the Grosvenor Terminus, but was renamed Victoria because of the street; its Brighton side opened in 1860. It was built on an old basin of the Grosvenor Canal: at the start of Victoria's reign, Londonist notes, you would have got very wet here.
