Luxembourg hosts the Parliament's Secretariat, with over 4,000 staff, mostly here on Kirchberg. A 1965 agreement gave it to Luxembourg to make up for the Commission's departments being grouped in Brussels. Between 1967 and 1981 the Parliament itself held a few plenary sessions in Luxembourg; its old hemicycle is now the seat of the EFTA Court.
