'Charing' probably means a bend, and the Cross is a memorial to a queen.
The name may come from Old English cierring, a turning, perhaps the bend in the Thames. Edward I put up a cross here for his wife Eleanor, who died in 1290. A Victorian copy stands in front of the main line station.
